Canada’s job growth in Toronto & Vancouver

According to CBC News, Toronto and Vancouver have accounted for the entirety of job growth in Canada. Which means, as BMO's chief economist puts it, "That means the rest of the country has created precisely no new jobs in the past year". This is all the more unusual because, according to the same economist, those two cities account for 25% of Canada's total employment.
